Better Ideas?

There's a lot of chatter around the web about Governor Corzine's toll hike plan to put the state on firm financial footing. The challenge to the rest of us is that if we don't like it to come up with another option.

I'd rather have all the tolls going toward debt relief than padding the profits of some foreign company leasing the highways. However, kind of like tobacco taxes, if people actually stop driving and start riding NJ Transit because of the hikes how is this plan sustainable?

I guess I need to read more about it.

the broader the base, the lower and less burdensome the fee or tax.
The broader the base, the fewer opportunities to avoid a tax/fee and therefore undermine its purpose.
Right?
